Public policy in Brazil: pre-salt and well-being state improves

Abstract:
The objective of this study is analysis of the evolution of regulation of exploration and oil trade in Brazil, which began with the approval of the Petroleum Act (1997), discussing how ideas and public and private interests interact with the existing institutions, as with political actions and economic conditions, to generate new configuration of the oil industry. This work also shows for the historical determination of the agents' choices, shows how economic conditions were instrumental in the construction of Brazilian economic policy around the oil exploration, allied to the interests represented by the multilateral institutions. Clarifies, finally, the large volume of oil reserves in the determination of the new regulatory framework for oil and demonstrates the reason for Petrobras worth climbing and how these aspects can impact on Public Policy of social welfare.
