Implementing Integrated Water Resources Management. Governance, problem structuredness and projects in Colombia

Abstract:

Integrated water resources management (IWRM) was presented a decade ago as “the” way to respond to the increasing water anxiety of our societies. It should help manage both the low supply problems of Europe and the low quality problems of Latin America. It was –and still is- fully coherent with the Governance paradigm in Public Administration. But as time has passed, it also became apparent that not only has it problems “of its own” but also that it faces the same challenges of the whole Governance paradigm in regard with its dependence on cooperation in networks. This paper focuses on the implementation problems of IWRM in a water-rich country that is rapidly approaching water shortages (Colombia) and on the role of one condition (problem structuredness) to explain those difficulties. Initial findings in the research of the implementation of the first projects implementing IWRM in the country are discussed.
