The impact of poverty levels on implementation performance of Conditional Cash Transfers (CCTs): a Study of Brazilian Municipalities’ Implementation of the Bolsa Família Programme.

Abstract:
Over the last decade, conditional cash transfers (CCTs) have become one of the most widely adopted anti-poverty initiatives in the developing world - there are currently over 40 countries implementing such programmes. CCTs vary with respect to scope and operational details, but all policies within this class are targeted at the poorest. In this sense, implementation of such programmes invariably takes place in contexts with high levels of poverty. For this reason, it is crucial to develop a deeper understanding of the dynamics between poverty levels, implementation performance and impacts. This research aim to contribute to the Conditional Cash Transfers literature by, from a policy implementation perspective, specifying and analysing the intermediate processes that ultimately determine the degree in which cash transfer programmes are able to generate impacts. More specifically, this study uses the natural laboratory created by the decentralised implementation of the Bolsa Familia Programme in Brazil to analyse how poverty levels relate to municipalities implementation performance.
