Social networks as tools for citizen participation: the impacts of Facebook of the Federal District Government in the management of social benefits
Abstract
This article analyzes the effectiveness of digital social participation in the formulation and implementation of public policies and in the problems' resolution pointed out on the Facebook page of the Federal District Government, specifically regarding the demands of the population related to the payment of DF Sem Miséria program's social benefit. For that, the referred Facebook page, from January to July 2017, 379 posts and bibliographic research had been studied. The results indicate the effectiveness in the communication between citizens and Government, and the lack of the same effectiveness in the resolution of the problems. The conclusion is that digital environment favors dialogue, apart from resolution of conflicts and policies. The article brings positive points and achievements and allows an important debate on the challenges that must be faced by the public administration on digital social participation.
