The new principles of a public employment management model in Spain for a sustainable and contingent public administration

Abstract

In accordance with current challenges at social, economic, political and institutional levels, the objective here is to offer a new vision of Human Resource Management linked to a future Public Administration. Human Resource Management is one of the most critical elements in defining institutional and organizational quality of public administration. Human Resource Management can be a great hindrance to administrative modernization, or it can be the cornerstone for change and for an absolute regeneration of public administration. Human Re‐ source Management confronts great technical complexities but fundamentally, it confronts with major political and social difficulties. In the following sections, taking into account the spanish case, a roadmap will be proposed to help generate this new narrative, at several ‐ political, technical, corporate, union ‐ levels of analysis.

Carles Ramió-Matas, Universidad Pompeu Fabra

Carles Ramió Matas es doctor en Ciencias Políticas y de la Administración por la Universidad Autónoma de Barcelona y ha sido director de la Escola d’Administració Pública de Catalunya. Actualmente es catedrático de Ciencia Política y de la Administración en la Universitat Pompeu Fabra, donde ha ocupado el cargo de vicerrector y decano de la Facultad de Ciencias Políticas y Gestión Pública.
