What are they called today's participatory budget?

Abstract

Twenty-eight years ago, at a time of democratization in the country, a project called "Participative Ornament" was launched in the city of Porto Alegre (Brazil). It was not thought that it would become so popular and successful. But that same success has caused that in some cases the methodology has been banalized to such an extent that it becomes associated with practices whose results pervert the proposal, placing it in the common bag of promises not fulfilled in the efforts for a substantive democracy. This study analyzes, in some Spanish and Portuguese municipalities, whether the essence of that Participatory Orçamento is maintained or, on the contrary, its name is being used for other practices. For this, a methodology based on the documentary and bibliographic study was applied, which has allowed us to define which are its essential characteristics through its original formulations and the most qualified doctrine, and then analyze them according to them.
