Between State, society and deliberative spaces: the case of the Municipal Health Council of Natal/Brazil
Abstract
Brazilian political institutions have been undergoing profound changes since the promulgation of the Federal Constitution of 1988. The redemocratization process in Brazil has stimulated the emergence of new actors in the political scene, demanding the creation of new instances that would come to concretize participatory principles. Among these innovations, it is evident the creation of public policy management councils, in which the deliberation on public policies as the main force of the councils as spaces potentially capable of inducing the democratic reform of the State. However, the dissemination of these spaces by Brazilian municipalities has revealed a series of problems related to several issues, including deliberative ones. In this sense, the objective of this study is to verify the deliberative effectiveness of the municipal health council of the city of Natal / Brazil, in the period between 2014 and 2016. To that end, the analysis models developed by Faria (2007) and Cunha (2007).
