Abstract

Conflict is understood as revealing new dimensions of a problem, since it is a constructor of social norms. More than the existence of a problem related to the physical environment, conflict reveals the existence of a situation that has been designated as a public problem by a specific group, and even by the magnitude of its impacts is designated as a wicked problem. This article seeks to answer a first question: How do coalitions -involved in a conflict- affect the trajectory of public policies? The objective is to propose a framework for reflection, based on the analysis of conflict as a factor of change in the trajectory of public policy; and its methodological recognition as a creator of coalitions that sustain, transform and feed different phases of the policy process. This paper proposes three moments of theoretical reflection: 1. Conflict within the trajectory of public policy; 2. The change in public policy; and 3. Conflict and the Advocacy Coalition Framework (ACF).

Lorena Torres Bernardino, Dra., Sciences Po Lyon

Lorena Torres Bernardino cuenta con doctorado en Ciencia Política, por la Universidad de Lyon (TRIANGLE/UMR5206), en Francia (2017-2021). Fue becaria del CIG en la maestría en Ciencia Política, Alemania; y es maestra en gobierno y asuntos públicos por la UNAM. Realizó estudios de especialización en la Academia de Gobernanza, de China. Fue miembro del Programa BlueGrass “Luchas por el oro azul”, financiado por la ANR de Francia. Es profesora de asignatura en la FCPyS de la UNAM. Entre sus publicaciones se encuentran los libros: 1) coordinado con el Dr. Eric Mollard, Las Influencias Políticas en el Medioambiente en México, editado por el IRD (Francia) y el INAP (México); 2) Gestión del agua potable en la CDMX. Retos hídricos: gobernanza y sustentabilidad (2017), y 3) Sistema Lerma: una visión política en la gestión pública del agua (2014). Miembro del Polo de Sostenibilidad de ASFRAM en Paris.
