Las Economic policies against COVID19 in Mexico
A quantitative analysis of the diversity and difference of subnational agendas

Abstract
The sanitary emergency caused by the virus SARS-CoV2 has affected economic activities around the world. In Mexico, confinement and social distancing measures have led to an economic contraction which has affected small and medium-sized business across the country. All local governments have set public policy agendas that try to deal with the consequences of the economic contraction. This research analyzes local public policy agendas of Mexico City and 31 states to measure the diversity of economic policies using the Shannon entropy index. This research also allows for analyzing the similarities in local agendas through non parametric statistics tests. The main finding of this research is that, although local public policy agendas are diverse, and the gap between them is extensive, they face the emergency in a similar fashion. The results also demonstrate that local responses to the sanitary crisis could have a limited effect on economic problems caused by COVID19.
