A Governance in Higher Education Institutions

Theoretical discussions and the application at the Federal University of Pará

Abstract

This article aims to carry out the theoretical construct (state of the art) regarding the practices of public governance in higher education institutions from the systemic approach, having as object of study the main teaching institution of the Amazon, Federal University of Pará (UFPA). Methodologically the research can be defined, as descriptive, exploratory and bibliographical and will have as conceptual framework the General Theory of Systems and a concept of Social Systems Theory of Niklas Luhmann (2009), which will be the self-referential system, to complement the inadequacies of input-output logic. As a result we have the novelty of the governance analysis related to the systemic approach and the lack of governance research in universities in the Amazon.
